Our Technology Policy services help government bodies to keep up with ever-evolving technological advancements, industry players to gain visibility in global tech and regulatory agendas, and international organisations to promote accessible, ethical, safe and secure connectivity policies. 

Government Capacity Building: Policy, Regulation, Spectrum

Led by seasoned trainers with extensive experience in connectivity and spectrum, our interactive capacity building programmes are tailored to suit the unique circumstances and challenges faced by civil servants in developing markets as they adopt new connectivity technologies and prepare for digitalisation. 

Global Policy Advisory

We advise governments, private sector entities and regional regulatory bodies on developing policies that enable safe, secure, effective and accessible connectivity. Our advisory efforts take into account the needs and concerns of all stakeholders across the value chain. 

Regional and Global Representation

Engaging Welchman Keen as a representative in international forums allows clients to have a presence in high-level meetings on policies that matter to them. These forums include (but are not limited to):

International Campaign Management

We work with the private sector to promote connectivity by designing and implementing strategic campaigns, building partnerships with stakeholders, and providing comprehensive support across international organisations. Whether it be awareness programmes targeted at policymakers or the general public, we place emphasis on the importance of equitable, sustainable, safe and secure connectivity policies. 

Partnership Building

With a vast and high-quality network of contacts, we have the ability to quickly identify the appropriate stakeholders and connections necessary to achieve our clients' objectives. We support our clients with networking across local, regional, and global regulatory authorities, and across intergovernmental organisations, ministries, academia, chambers of commerce and industry associations. We can also develop bespoke engagement strategies to ensure that the right stakeholders are contacted, engaged and that mutual value is achieved from the relationship.   

Spectrum Policy Advisory

We work with national regulatory authorities (NRAs) and governments in assessing their spectrum management and enforcement capabilities, as well as preparing and updating their National Table of Frequency Allocation (NTFA). We support private sector clients in obtaining optimal spectrum allocations for product and service operations.  

Sustainability Advisory

We support our clients in developing sustainable connectivity solutions that emphasise inclusivity, equality and flexibility while optimising available resources and minimising the impact on natural and built environments. We perform due diligence on large or small ICT projects to ensure alignment with national objectives and identify issues with sustainability, including hidden costs and resource management.

Case Study 1

Welchman Keen supported a country in the Asia Pacific region to support with a review of its Communications Act, licencing rules, and spectrum fees, to ensure that the overall regulatory framework is fit-for-purpose, progressive, fair, and equitable. We provided a comprehensive reform of its existing law, updated licensing frameworks, and advised on a revision of radio apparatus and licensing fees.
